Try JCPenny's they have cute dresses for cheap, they're more on the formal side though. Target has some that are like way cheap like under 10 but they're not quite semi formal. I'd go for your stores like American Eagle or PacSun. If you sift the clearence racks you can probably find a cute cheap dress.

you should go to Dillards, Ross, Marshalls, Forever21, or Burlington. Those are the stores i usually go to when i need a dress.

I wouldn't recomend going to their websites though. Since they dont have the same clearance prices as in the store.
